Okay, so yeah Hailey is open to plots. She is in kind of the same situation as Captain America, as in frozen for 70 years and such. So she has been unfrozen and is trying to adjust to the new world.
She was fighting along side Captain America as Mistress Liberty. They had found six veils of the serum, and could not replicate it. So they were looking for a candidate, and they chose her.
She had suck into the Army by pretending to be a man, and she stayed that way until a doctor, whom had know she was a woman the whole time, stepped forward and offered her the spot in the Spurt Soldier Project, also know as Project Rebirth
Of course she accepted, and went into the program, and well she worked it out, until she was in Germany fighting along side the Captain.
Shortly before they discovered Hydra was the huge threat, and not Hitler, she had been sent to Belgium.
In Belgium, she was at the head of a failing operation. There were not enough men, and their final offensive was going to take place in the next week.
She wrote a letter to the Captain, and hoped he would get it. (She had fallen in love with him during their operations.)
She waited for three days, when the letter was returned to her having a note on it reading: Captain Steve Rogers MIA assumed dead.She was distraught, so she went ahead with the plan, which she was not supposed to return alive from.
It had been arranged that if she surrendered the Nazis would leave Belgium, so she agreed because they had executed 1,000 children in the streets that day.
So she went, assuming they would put a bullet through her skull. But they had different plans. They put her in a cryostasis tank, and slowly froze her, forcing her to watch them excute another 5,000 women and children.
Later she was told that Americans broke in and stole the cryostasis tank, and bought her to the S.H.I.E.L.D. head quarters, where they kept her until they needed her again. Which was now.
(Phew, that was a lot, I made her up so I have a whole back story for her.)
